Small groups can enroll with one plan carrier or you can use a small group exchange such as Covered California for Small Business (CCSB) or California Choice which allow employees to select from different carriers. For example: some employees might choose Kaiser Permanente while other employees enroll in Blue Shield, Oscar, or HealthNet plans.

Essential things to know if you get  the group coverage through CoveredCA for Small Business (CCSB):

  • You will be able to offer multiple carriers to the employees all under one invoice.
  • No “administration fee”.
  • You may qualify for a federal tax credit for two years to offset the cost of providing health insurance to your employees by purchasing coverage from CCSB. Here is more information about the additional tax credit.

You are eligible for CoveredCA for Small Business if:

  • You have at least one employee on payroll who receives a W-2.
  • You have at least one but no more than 100 eligible employees and meet certain contribution and participation requirements.
  • The majority of your eligible employees live in California.

  • You will be able to offer multiple carriers to the employees all under one invoice.
  • It has a monthly administration fee.
  • It does include a lot of extra perks, such as business solution suite, member value suites, smart decision technology, etc.

Employer eligibility at Initial Enrollment:

  • Home office must be in California (principal executive office).
  • Have active Worker’s Compensation coverage.
  • 51% of eligible employees must reside in California.
  • As an employer, you must meet the following participation requirements: If you have 1-2 employees, 100% of all employees’ participation is required. At least one medical enrolled employee who is not a business owner or spouse/domestic partner of the business owner. If you have 3-100 employees, 70% of eligible employees is required to enroll in CalChoice
